Hamid Chabat?s victory against the El Fassi family is not only the success of a man who has demonstrated an iron will. According to some ?wise? Istiqlaliens, the new secretary general of the oldest political party in Morocco is the only visible part of the iceberg. ?Behind Hamid Chabat, there are several clans, many families and a lot of interest,? said a former minister from Istiqlal, well versed in the intricacies of the party.

According to our sources, several bigwigs of the party, especially in the regions, were incensed by the stranglehold of the El Fassi clan on the party. ?The Istiqlal, despite appearances, has never been exclusively a party at the service of one family.?

?The party takes into account Moroccan regional specificities? said one of the staunch supporters of Hamid Chabat, now a member of the executive committee of the party. Now everybody is wondering about the next steps in the life of the party under the leadership of Hamid Chabat. ?Observers are mistaken if they think that the new boss of the Istiqlal has the freedom to act. He is hostage to some fragile balances within the party,? said cautiously a connoisseur of the party.

It is true that Hamid Chabat owes his victory to the Douiri family, Hamdi Ould Rachid, Taoufik Hjira and Yasmina Badou who all put up a fight in his favor. If there is an agenda, it is not that of Hamid Chabat, but of these people. Two questions are frequently asked about the positioning of the Istiqlal regarding the PAM and the PJD and the reshuffle.

Hamid Chabat was clear on this. The Secretary General of the Istiqlal wants to revive the Koutla. He believes that its strategic partner is the USFP. For him, this is the formula Koutla + PJD that should be the base of the current government. He thus rules out any alliance with the PAM. If the latter is not now a direct rival of the Istiqlal, it remains, nonetheless, an opposition party that has kinship with the nationalist party.

Regarding the government reshuffle, it is clear that Hamid Chabat wants purge the ranks of the government of several ministers from the Istiqlal who bother him, such as Nizar Baraka, Mohamed El Ouafa and Youssef Amrani. According to a member of the party?s politburo, ?The best configuration for Hamid Chabat is that the Istiqlal retrieve its influential ministries, that would enable it to connect with notables such as the portfolio of Equipment, Housing and Health, regardless of the names that could possibly occupy them.?
